28 It was clear that despite popular perceptions of the reactionary and conservative attitudes of the armed forces, most were not averse to investigating the possibilities of air power, following the revelations of the Wrights. Certainly, public pressure grew and was fuelled by the nationalistic fervour then prevalent in Europe. The influence of the Zeppelin, the “flyers” of the Wrights and the literature of writers such as Wells and the burgeoning aviation press is undeniable. With ever increasing arms expenditure swallowing up huge proportions of national spending, and with militarism rife, any expenditure on new weapons had to be very carefully considered.

In reality, what they were perhaps demonstrating so vividly was that air power was not sufficient to avoid industrial wars, and indeed was actually a prime accelerating factor in the deepening and widening of total war. While the achievement of the Wrights in propelling the first true aircraft into the air was remarkable, especially considering their background and their lack of formal scientific and academic training, in reality aviation had been around for quite some time in a variety of guises.

Germany’s airships and France’s lead in aeroplane development caused considerable consternation in British circles. In fact, although the potential of aircraft was significant, in the years leading up to World War I, air power was decidedly embryonic and even in World War II the importance of naval supremacy and the English Channel was reaffirmed. Nevertheless, rivalry with Germany and long term military considerations meant that Britain could not stand by and let others dictate air 34 THE BIRTH OF AIR POWER power development.
