Although the Navy challenged these misstatements, Secretary Daniels feared that the unfavorable effect upon the public and Congress had already been harmful. The Navy protested vigorously to change a clause in a House appropriations bill giving the Army control of all aerial operations from land bases, with the Navy relegated to controlling aerial operations attached to a fleet.

The Allies planned to use the combined armies in a converging action extending battle lines eastward to the Meuse.
