There were fourteen counties in the territory. Adams, Jefferson, Warren, Wilkinson, and Claiborne, where Alcorn is located, had the largest populations and were also the oldest and wealthiest. Natchez, just forty miles from the site where Alcorn would be built, was the new state's leading city. The town of Washington, adjacent to Natchez, became the capital of the territory. Washington surfaced as a possible name for the state. A majority, however, preferred the name Mississippi. Drawing up a constitution was the next important task.

Andrew Jackson's removal of the Indians meant that large areas of new land could be opened for settlement. Land, therefore, became cheaper and more available. Approximately seven and a half million acres of land were sold over a period of ten years, and the 1834 cotton crop was as large as that of any other state. Mississippi's wealth grew dramatically. In 1837 a panic hit the United States, and Mississippi suffered. The price of cotton dropped from around seventeen cents a pound to around eight cents a pound and the worth of a black slave field hand from one thousand dollars to two hundred fifty dollars.

Calloway was born in Cleveland, Tennessee, in 1866 and graduated from Fisk University in 1889. C. Calloway, as hard driving as Reynolds had been, was determined to ensure that people know about the college. While Reynolds had emphasized local publicity, President Calloway was chiefly concerned with the school's statewide reputation. Students were challenged to sell subscriptions to the college paper, thus carrying the story of Alcorn and its benefits to every corner of the state. Calloway wanted to institute industrial education at Alcorn, and in 1899 this wish became a reality.
